Updates Summary

Added two-step handover functionality for the fallback admin.
Removed event signature constants and used them directly in functions.
Enhanced error messages with additional information, like transactionID in batch executions.
Added comments for unused errors() without removing them.
Created tests for the fallback admin, similar to those for the super admin.
