Make dev env and prod env

How do you see this? The production setup probably has common ip's everytime due to the network setup, but development varies wildly on what kind of development is done.
Telraam running on someone's pc, stations being simulated or ran on a pi, the database in a docker or on a host somewhere,...

I do have the intention to make the config easier using a single env file with envsubst. This would allow easy modification during development.

I'm working on something. The router in the flightcase indeed assigns static IPs.
For the development setup, I just want to make sure everything is configurable in one file and not 4.
