Currently, we allow agencies to write custom plugins for the parser. How do we reconcile that with a shared parser API?

http://docs.openstack.org/developer/stevedore/managers.html#namedextensionmanager seems like a good out here -- some sort of set of checkboxes that includes plugin names.
