No debug toolbar on local development environment

Hello, after installing your usuario template, everything works fine when used with composer start-server. I have installed your files in Sites folder (mac) and run this with my normal apache server on mac osx high sierra. Most works fine, app is starting but there is no debug toolbar. Console says
' GET http://visioilk.test/debug/default/toolbar?tag=5b4464350ad38 404 (Not Found)' and in effect there is no debug/default folder in your structure. How can I configure your template to have debug toolbar also in normal apache environment without composer start-server? Many thanks for your precious help!
