Publish first plugin version to the Foreman community

Some initial steps are necessary to publish the plugin and make it available for the community:

• Add an official rubygem at rubygems.org
• Add it to foreman-packaging
• Add it to the foreman-installer
• Add documentation at foreman-documentation
• Add packit

There are strict dependencies, so this must happen in order:

1. Add an official rubygem at rubygems.org
2. Add it to foreman-packaging
3. Add it to the foreman-installer
4. Add documentation at foreman-documentation

Packit is the odd one out. Our default config depends on packaging (since it pulls the spec file from there), but nothing depends on packit. You can also include the spec file elsewhere, but if you're going to package it anyway I wouldn't bother.
