Just as an FYI:
In order to get this to work, I had to replicate the WaveShare repository

git clone https://github.com/waveshare/e-Paper.git

and replace this line in weather.py

lib_path = os.path.join(script_dir, 'lib')

with this

lib_path = "/home/pi/e-Paper/RaspberryPi_JetsonNano/python/lib" # Set according to your git download
