No snow accumulation during winter

During winter seasons when it snows there's no snow accumulation except in biomes/heights which naturally get snow.

Snow gets generated on the ground when the cold season is entered for the first time. But after that there's no additional snow even when it snows.

How to reproduce

1. Install the latest plugin, install Spigot 1.21, and ProtocolLib.
2. Enable/Disable custom weather, it makes no difference.
3. Set season to winter.
4. Use bucket to wash away initial snow generation.
5. Set weather to rain.
6. Enjoy your snow world during snow storm.

This is a planned behaviour so this is more a feature request than a bug.
