Is your feature request related to a problem? Please describe.

Users are not fully aware of how to use SVGs with accessibility correctly.

Describe the solution you'd like

We should create an accessibility page for the auro-icon element and the Auro Icons section.

Update the documentation to support The W3C's An alt Decision Tree and provide additional context around the Is the image purely decorative or not intended for the user? statement in the decision tree.

Illustrate examples of how to properly maintain accessibility standards with Auro's use of icon imagery.

Exit criteria

This issue will be complete once the new content sections are added to the Auro doc site and communicated out to the teams.
