existing DateRange utils apply only to a fairly rigid YMD partitioning with a prescribed format

extend the utils to support both:

  • different formats and partitioning structure (example: one column existing of the ymd value)
  • support for hours and possibly even minutes -- essentially, a flexible function datetime -> partitioning
