Don't pay this person, Its scamer

I paid him $200 as an advance payment, and he assured me that he would provide a prototype of the application. He mentioned that once I received the prototype, I would pay the remaining amount, and then he would give me access to the source code. However, despite making the payment, I have not received any prototype or source code from him. Furthermore, he has not responded to my messages on Skype. So he's a scammer.
