I'm not clear whether this is an error or a feature ;)
When I start the device using sudo ip link set ra0 up it does indeed work as an AP. Still needed to set up IP allocation but it works.
However I would like if possible to use hostapd if only because I am more familiar with it than whatever magic is making my device work as an AP right now. I think as a minimum it would have to appear as having wireless extensions, which is not currently the case.
So my question is, is it normal that the ra0 device appears not to have wireless extensions, or is this something funny going on?
