Time based constraint to support exoplanet obs

For time sensitive targets it will be useful to introduce an additional constraint that would veto an observation if it was not within an allowable observation window. This would mostly be for when we want to observe multiple transits or stop regular observations to observe a transit or even for DWF runs when we want to ensure we are looking at the right target at the right point in the night.
