This runs into issues for the browser client, but we should discuss if it is possible to move the image by single pixel increments by pressing the arrow keys.

If this is ruled out because of the limited number of keys available in a browser based environment, perhaps a View could be implemented with arrow keys and a rate button (i.e., number of pixels per button press) for fine scale control.
