Don't prompt users over long running script

It would be much better if this PS script asked for any information needed during its run at the beginning (like the other values are) rather than during the time it is running. This will allow people to do other things during the lab.

Unfortunately, certain parts of Azure require user intervention(s). Databricks and functions are the two examples. Until they fix those issues, not much we can do about the deployment stops.
