When I install ProjectSend and change the default prefix tbl in the 
sys.config.php file ProjectSend ignore it and create tables with the tbl_prefix.

It seems that the problem is at the install/database.php file where the prefix 
is hardcoded instead of use the TABLES_PREFIX constant.
