Reduce cognitive load

Unfortunately, the functions I write for each iteration of Viav end up being harder to follow than I'd like. The Rust version is no exception. While this is likely the last of the rewrites, it still has this problem. This function in particular is far to difficult to follow.

While comments would relieve this, I'd like to prioritize breaking up the logic and making it easier to read.
