Data Read-In Script (read_master_sheet.py)

Description: Occasionally, the setup script fails when it gets to the data read in script established in the SP23 capstone. This behavior is not consistent though, and sometimes it will function appropriately. The rest of the setup script process will work correctly regardless of the failure (if it occurs)

To Replicate: Switch to the read-in-spreadsheet branch, run the setup script using python3 manage.py runscript -v3 setup_app and trace console output.

Solution: Unknown. Reason for issue has not been discovered.
