There are two mini-tasks in this issue:

The EpiAware README.md file should be updated to have a link to the getting started with Julia for projects (https://cdcgov.github.io/Rt-without-renewal/dev/man/getting-started-julia/) to replace the bit there already. #312
I meant to add a bit about having a startup.jl file to the docs, but its still in the README. It should be moved to docs.
