Build UI for error log table

🚧 What needs to be done

Create a table on the dashboard that displays the eCR ingestion errors.

🤔 Why it needs to be done

So that admins(?) can see which eCRs are failing along with some additional information that will help them troubleshoot the failure.

🏗️ Acceptance Criteria

• Given the eCR ingestion pipeline has failed at some point
• When I view the admin dashboard
• Then I see a table that contains information about the eCR that failed (figma link)
