Use Case Title: Update Academic Award Level Conferred (https://ceds.ed.gov/element/000002) option descriptions to match IPEDS options descriptions

Use Case Description: CEDS definitions for AcademicAwardLevelConferred levels 1, 2, 4, and 6 use academic year language, while the IPEDS definitions (listed in the 2024-25 survey materials) for these levels specify credit hours. IPEDS has also divided their award level 1 into levels 1a and 1b.

Use Case Background: It's our understanding that the AcademicAwardLevelConferred element is to align with IPEDS Award Level definitions.

Location of Element in the Domain Entity Schema: Postsecondary -> PS Student -> Academic Record -> Academic Award (Data Model ID = 67939)
