Use Case Title
Create a new category for the Postsecondary domain called "English Learner" and update the DES by adding the elements "English Learner Status," "Status Start Date," and "Status End Date" to the new category.

Use Case Description

1. Create a new category called "English Learner" in the Postsecondary domain under the entity "PS Student" (Postsecondary > PS Student)
2. Update the location of the following 3 elements in the DES:

Element Name: English Learner Status
Element Definition: See https://ceds.ed.gov/element/000180
Option Set: Yes, No

Element Name: Status Start Date
Element Definition: The year, month, day and optionally time, that a status became applicable.
Option Set: None

Element Name: Status End Date
Element Definition: The last year, month, day, and optionally time when a status applied.
Option Set: None

Use Case Background
The Education-to-Workforce Indicator Framework recommends disaggregating data by English Learner at the Postsecondary Level. The elements needed for this already exist in CEDS but need to be added to the Postsecondary domain.
