Discussed on 10/18 weekly status meeting

Two user types: Admin & restricted
Restricted sees their volunteer family in read-only mode
Restricted sees referrals they're assigned to and all notes for that referral, and can edit their own notes until finalized
Optional admin note hiding... do it post-launch
