This Game is buggy. FPS will drop straight to 30 if Switch can't handle 60 FPS. It will also sometimes locks FPS back to 30 if you press home then go back to the Game or Pause - Unpause the Game. You have to Pause - Unpause it again until it goes back to 60 FPS.
