[EAGLE-5016]: New dockerfile (#406)

* update dockerfile to simplify it

* try bookworm for cpu too

* also increase version while we're at it

* more cleanup of base dockerfile

* updated changelog to include Luv's change

* skip tarring checkpoints by default unless --download_checkpoints is set

* make model upload experience even better
