Background
ITP steps are the same for ITP Oct 2024 and ITP Jan 2025

Acceptance criteria

Add step to sign Learner agreement
This will affect ITP Oct 2024 people too, but Dashboard is being informed that people will be accepted to Piscine even without 1 step approved/submitted
