Document the Steps to use the Intel Movidius on a DonkeyCar

The Intel Movidius(TM) stick is a low-power way to do image recognition using a USB dongle to do the inference on images. It currently costs $75 in addition to the Raspberry Pi. There are many complex steps to get the Movidius stick working so we will not be using it in our courses.
