This is very strange. I just tested this on my iPad and don't encounter this problem.
Please verify that your graphics tablet gets recognized as pen input in your browser. I created a codepen for you to test:

With your graphics tablet, click on the red square and report back the pointer type. It should say "pen".
You can also hold spacebar to move the canvas for devices that don't have a middle mouse button.
