Expected Behavior

The release tag is created on core/1.6 branch commit

Actual Behavior

The release tag is created on head of main branch.

Steps to Reproduce

Creates a release PR on non-main branch, e.g. #2142

When publishing the release, there needs manual selection of tag branch.
