Blogs: Block editor widgets not working consistently.

If a widget section is left empty, it does not appear in the widget block editor.
Temp resolution: change to classic editor, add widget to section, then switch back to block editor.

Very strange. The empty sidebar conditional should only apply to the front end, but it sounds like that's what is happening. I don't know. What site is that? I didn't see it anywhere in the ticket.
