Describe the feature and its requirements

Turn off the ability for users to continue to stake into the 60 Days SKILL for SKILL (Revenue Share) Pool.

Users should no longer be able to stake additional SKILL into this pool
Users should temporarily be unable to unstake SKILL from this pool
Users should still be able to claim any SKILL rewards from this pool
