update data-catalog-docs to include required fields for production

dune_mc.with_cosmics
Beam.momentum
Beam.polarity

This is going to take some design work on the file checker as some of these only apply to protoDUNE. I would propose to put the dictionaries (at this point need to be keyed on run_type, file_type and data_tier at the minimum) in python code so that they can be found via python_path along with the checker code.
