Add-DatabricksLibrary works with Python whl files?

I am using the cicd.tools to upload a wheel file as part of my cicd process. If I try to upload a whl file, Databricks throws an exception and says a zip file is needed. Why is this? I change the file to a zip file and it works but I cannot call me code from a Databricks notebook. Is there a proper way to upload a python wheel file as a .whl file and have it be available to a Databricks notebook? Of course I can do it manually and it works as expected.
