Too many poll options after admin changes

If people answer a poll and then the admin adds some options, there may will be too many poll options when people want to add their answers.

1. Create poll with one date and not time
2. answer it
3. Change poll: add some dates with times / start and end dates
4. try to complete the poll with missing answers
