It seems that the Arduino is receiving either a 1 or 0 properly to set the direction pin to HIGH or LOW for clockwise and counter clockwise directions. However, the stepper motor still only moves clockwise when connected to certain digital pins and counter clockwise when connected to others. The issue seems to be hardware related, oddly.
