Need to add license info to top of CAM-SIMA source files

Issue Description

There is a legal requirement to have a comment header in each source code file that displays the software license information, specifically a comment block that looks like the following:

! Copyright (C) 2024 National Science Foundation-National Center for Atmospheric Research
! SPDX-License-Identifier: Apache-2.0

Thus it would be good to go through the CAM-SIMA source code and ensure that this header is present for all source files.
