The significant thing about a blizzard is that it blows snow around. That snow does not have to be falling. So 1) a definition needs to be added (OK, there are many to choose from) and 2) the term needs to move to some place in the hierarchy where wind blown snow would be appropriate (no I haven't figured that out yet).

Blizzard in SWEET is currently considered to be a type of atmospheric precipitation (http://sweetontology.net/phenAtmoPrecipitation/Blizzard) and has no definition.
