I get horrible horizontal tearing, when the emulation is showing on my second display, even with V-Sync enabled.
I can move the emulation from one display, to the other, by ctrl-alt-F to exit full screen, then drag the window to the other screen, then ctrl-alt-F to go fullscreen again. It's very repeatable, on the first display I get solid video, on the other one, I get horrible tearing. I would guess it's always syncing to the first display, regardless of where the video happens to be showing.
I would hope this is easy to reproduce, so we don't need to look further at the specific hardware.
