Skip-to-content is regularly used by users who can't navigate/scroll an entire page looking for content. When doing information heavy sites, it can be really useful.
I would say on all pages located above the menu, activated on tab. It would include three options:
Tab 1 time: Go to first section/first focusable element after menu (instead of having to jump through all menu items)
Tab 2 times: Go to Footer
Tab 3 times: Go to Search
Tab 4 times: Goes to first focusable element (usually logo or menu)
