"delegate to" get error Service not applicable/Does not exist in version 7

Please confirm the following:

• I have upgraded to the latest GAM release from https://github.com/GAM-team/GAM/releases and I still have this issue.
• I am typing the command as described in the GAM Wiki at https://github.com/jay0lee/gam/wiki

Full steps to reproduce the issue:

1. gam user [email protected] delegate to [email protected]

Expected outcome (what are you trying to do?):
Delegate a user to another. In version 6 i get ok
Giving [email protected] delegate access to [email protected] (1/1)

Actual outcome (what errors or bad behavior do you see instead?):

User: [email protected], Service not applicable/Does not exist
