Implement region locking on raffle and prize participation

Some prizes may not be available for a user in their region, when a prize is region locked we should prevent those players from participating in those events. Users will be required to choose a region before participating in raffles. A "new user onboarding" modal can be used to collect the users region. User's can skip this step but by doing so acknowledge that they may be participating in giveaways where they cannot redeem the reward.
