Subject: [PATCH] Add a check on line length to PHP Codesniffer

- according to PSR-12, lines SHOULD NOT be longer than 80
  characters.
- I like the 80 limit as I often find even lines up to 120
  characters can get wrapped when looking at a diff on GitHub.
