I did a little experimentation with the apt-buildpack, but I quickly ran into psql version issues. The psql/postgresql-client version included in the cf/ubuntu stack is too old for the versions of postgres services shipped in cloud.gov.

You might be able to get a recent version if you specify an apt-repo or ppa. Not sure what the compliance implications are.

Noting for future consideration: Homebrew now works in Linux, installs packages to the user's home directory, and is pretty much always up to date with the latest versions of everything. So we might want to look at using it instead of apt. We'd have to install brew itself without root privileges (already possible/documented).

I think a homebrew-buildpack might be highly useful for others.
