Email harvest source contacts when a harvest has errors

User Story

As a harvest source POC, I only want to be notified if a harvest has errors or failed, so that my inbox is not cluttered with success messages

Acceptance Criteria

• GIVEN a particular harvest has errors
  WHEN the harvest errors happen
  THEN email the harvest source POC with a notification
  AND include a link to the harvest job error page
  AND do not email when a harvest is successful
