driving_process(): randomly_gen_new_funding() is not connected to sentiment

In the simple version of Commons Stack, the only source for the funding pool is through the exit tribute which happens with trading/speculation.

randomly_gen_new_funding() randomly generates new funding each timestep. But what if sentiment is high, people are buying in and aren't selling? Then actually no funding should go into the funding pool and we need to find other ways to fund something.
