能否加一个在下载时尝试启动gopeed的功能 #47

我之前一直在用FDM，这个附带的插件可以在fdm不启动的情况下在下载时主动启动并用它下载东西

但是aria2和这个好像都没有这个功能，不知道能不能加入类似的功能
