Cannot debug with msvc 2019

I' m trying to run the project but i find it quite difficult. I installed pybind11 and run Cmake. Then i downloaded the project. I run Cmake and built the solution. i'm getting this message:

But when i'm trying to debug it i' getting an error:
Unable to start program...\Tspline\x64\Debug\ALL_BUILD.
Access denied.
