Resets for External Vnums

Resetting external vnums are generally not allowed in area writing; however, importing such without errors (esp. O/P/I resets), editing, and re-exporting is required to support special cases. E.g., the Midgaard test case has external O & P's that will result in errors rather than a successful import.
