Mayors/czars for the Neighborhood

Currently the Czar ageinfo node is not used and basically stubbed out in the client code.

Would be it better to add that functionality back to the client or use an SDL variable to track this information in the Neighboorhood.sdl?

My current idea for a mayor would be adding chat commands so that the "Mayor" avatar could make changes to decorations for the hood.

/mayor (help) - displays help text
/mayor elect KI# - (mayor only) changes who is the mayor
/mayor [option] # - change hood feature```
