Add Delegate Features to Safes

Notes:

• “Current Delegate” tooltip text: something like, “A delegate is elected via proposal and manages non-ragequittable safes on behalf of the DAO.” ?
• To make it obvious what is delegated, I added "Delegated" tags to the safes.
• In the "Propose Delegate" modal, I have the wording: "Submit proposal to delegate management of all non-ragequittable safes to a DAO member." If the delegate can be someone who isn't a member, another word (like "user") should be used instead.
• I decided to pull the delegate name out of the safe cards and across from the "Delegate" button so that it visually relates to the button action.
• • to make the action more clear when there's already a delegate, perhaps the button could change when a delegate exists to "Change Delegate".
