Always use the Documents directory but add a symlink on the Desktop.
Always add a heading if it doesn't exist yet (use api.rc or linuxpreinstall), along with an explanation and something like, "Content gets added to this file when you use certain installation scripts from linux-preinstall, so if you do, this file might come back if you delete it. A shortcut (actually a symlink or so-called "alias" on Darwin-based systems) will always be placed on the desktop, but the real file resides in Documents. Keeping this file here and checking off the checkboxes (change "- [ ]" to "- [ ]" if using a plain text editor) will help you keep track of which recommended steps are complete."

Rename to linux-preinstall.md.
Consider adding the file to skel in case there are steps that only apply to separate users.
(^ Requires) Have a separate file for steps that root must take (as opposed to steps the user must take), maybe in opt and using the old naming: PostInstallInstructions.md.
